Robert Brumley
Founder | Managing Director
Rob is a graduate of the Virginia Military Institute. He has an extensive background in government contracting and has led several US Government Development Programs. His experience in technology life cycle improvement spans 20 years and ranges from Classified Defense and Security Programs in the area of advanced telecommunications, to Civil Predictive Weather Analysis for NOAA, to large scale commercial infrastructure design/build programs. During the height of the Iraq and Afghan Wars, Rob worked with the US Navy and US Army Technical Working Groups (TWG) jointly assembled to evaluate, deploy, maintain and improve Electronic Warfare technology for Force Protection. As a member of the program, he developed tactics, techniques and procedures for technology use in a combat theater as part of the Warlock Program, The JCREW 1.0 and 2.0 Programs and the Joint IED Defeat Program (JIEDDO). More recently Rob has been focused on technology development for space-based optical communications as part of the Laser Light Communications and Commstar Space Communications Teams. In each case he has accelerated the improvement and replacement cycles of legacy technology, increased their reliability, extended their life cycle when deployed and commercialized federally funded Intellectual Property. As an advisor, Rob brings these concepts and his experience to the environmental space with a goal of developing new technology to improve water quality and the surrounding ecosystems of tributaries, tidal rivers and waterways by the removal and displacement of harmful plastics.
Wade Blackwood
Founder | Managing Director
Over the last 18 years, Wade has served in financial and executive leadership roles at both nonprofit and for profit entities. Before joining Marduk Marine Materials, Wade was part of a team that invented and licensed environmentally friendly outdoor technology to replace traditional plastic materials for recreational and commercial use. Prior to that, he served as Executive Director of the U.S. Olympic and Paralympic Canoe/Kayak Team. He has served on a number boards including a Federal Advisory Committee and the Outdoor Alliance. He has a soft spot for technology that benefits the environment and any pitcher who can throw a consistent knuckleball. Wade was an Economic Development Volunteer in Honduras for the Peace Corps and holds a BA from Hampden-Sydney College and an MBA from William and Mary. He enjoys a wide range of outdoor activities and is an avid fisherman. He and his wife and two children live in Richmond.
Brad Rodgers

In addition to his work with Marduk Marine Materials, Brad Rodgers is the founder and Executive Managing director of BlueCap Strategies, an environmental finance consultancy focused on developing initiatives that protect our natural resources while responsibly growing the businesses and communtiies that depend upon them. Based in Richmond, Virginia BlueCap Strategies works with investors, organizations and government agencies to analyze & value assets, source & structure new initiatives, build collaborative partnerships, and develop & deploy catalytic capital.
Over his 24 year career, Mr. Rodgers has worked with over 75 unique clients on over $10 billion of social impact and environmentally oriented projects. He is recognized within the industry as an expert , and frequent speaker on infrastructure and natural resource valuations, environmentally beneficial strategies, impact investing, innovative capital structures and public-private partnerships.
Mr. Rodgers is active member in a wide range of environmental, financial and infrastructure related industry groups. He serves on numerous State and Federal policy groups, councils and forums helping to structure environmental and water related policy. Mr. Rodgers is also the Strategic Advisor and board member for the Center for Resilience Innovation.
Prior to forming BlueCap Strategies, Mr. Rodgers was a Senior Vice President at CB Richard Ellis in Atlanta Georgia, working with institutional capital sources to help manage their portfolios of infrastructure and real estate assets. While at CB Richard Ellis, Mr. Rodgers’ team was consistently ranked as one of the nations top performing Capital Markets teams and completed over $6 billion of asset repositionings. Before joining CB Richard Ellis, Mr. Rodgers worked at a Wall Street Investment Bank, responsible for buy-side research on the Real Estate Investment Trust (REIT) sector.
Mr. Rodgers received a degree in Economics from Hampden-Sydney College in Virginia.
